The Department of Civil Engineering was established in 1965 when the Cheng-Shiu Junior College was founded.

A five-year course for daytime, since 1965, and a two-year course for evening-time, since 1989, was offered.

The two-year and four-year technical course for both day-time and evening-time was offered when the Junior College

was re-institutioned as an Institute of Technology in 1999 and was further upgraded to Cheng-Shiu University in 2003.
